Reordering grading categories only affects the gradebook while your gradebook preferences are set to organize assignments by category. See Customize Your Gradebook Display Settings.
Click the Gradebook tab.
Click Columns › Edit Grading Categories.
From the list of categories, click and drag a category to a new location in the list.
Click Save or Save & Return.
