When submitting a project file, a File Password and Protection error displays and you are not able to submit your project.

is
SAM cannot accept your project. Set the file password and protection options according to the Project instructions.
This happens if password protection was set incorrectly for the project file—for example, protecting an entire workbook instead of just the workbook structure.
Resolution
Change the project file password protection options to match the options described in the project instructions.
